Specialized Session of the International Center for Integrated Management of Watershed and Bio-Resources in Arid and Semi-Arid Regions

Dr. Gholamreza Khosravi presented the roadmap and fundamental themes in the sixth specialized session on integrated watershed management

 

These specialized sessions, held biweekly by the International Center for Integrated Management of Watershed and Bio-Resources in Arid and

Semi-Arid Regions with the participation of managers and experts from the Natural Resources Organization, provide a valuable opportunity for exchanging ideas and presenting the latest scientific achievements in this field.

Dr. Khosravi, examining the history and evolution of watershed management, pointed out three necessary key periods to reach a dynamic model in this area:

  1. First Period:Watershed management based on project definition
  2. Second Period:Participatory watershed management based on project definition
  3. Third Period:Systematic and organized watershed management

Gholamreza Khosravi further introduced five fundamental axes in detail for the realization of this integrated management, which include:

  1. An interdisciplinary, multi-scale, and process-oriented framework for conducting integrated watershed management projects
  2. A central inter-organizational directive as a legal framework for coordination and establishing enforcement guarantees
  3. A common interdisciplinary framework for environmental science education
  4. Directives and frameworks for training, promotion, and public participation
  5. A coordination and support framework for research and implementation sectors

He emphasized that we are currently in the first management period and elaborated on the obstacles and fundamental solutions to progress beyond this stage, particularly in inter-organizational participation and establishing enforcement guarantees. He also noted that achieving integrated management ideals requires passing through these three periods, necessitating global and purposeful experiences. Progress in this direction requires national capacity and determination.

Furthermore, the fifth fundamental axis (coordination and support framework for research and implementation sectors) was discussed in detail as the main innovation of this presentation, indicating that establishing this framework is essential for reaching the dynamic model. In this regard, the proposed framework was presented as a conceptual framework of a system called the "National Land Management System." The main goal of this system is to create a dynamic platform for the national division of labor and effective synergy between research and implementation networks in the country by establishing principled communication among six managerial sectors. Additionally, through the systematic execution of project steps, it aims to regularize and integrate all projects and studies related to integrated watershed management in the country.

At the end of the session, managers and experts engaged in discussions and exchanged views on improving integrated watershed management, emphasizing the importance of local community participation, the use of modern technologies, and the necessity of integrating watershed management programs.
